简要规格描述或项目基本概况介绍、用途：本项目分为道路检测和桥梁检测两部分内容。道路检测主要工作内容为对新片区范围内的的城市道路和公路进行技术状况进行全面普查，主要检测指标包括路面状况指数（PCI）、路面行驶质量指数（RQI）、路面结构强度指数（PSSI）等内容。普查按季度进行，每季度检测总里程的四分之一，并按采购人要求出具当季度考核报告，辅助采购人对道路服务与管养水平进行考核。桥梁检测主要工作内容为对174座直管桥梁，201座镇管桥梁进行外观检测，从而掌握桥梁基础数据和目前的技术状况等级。
Brief specification description or basic overview of the project: This project is divided into two parts: road inspection and bridge inspection. The main job of road inspection is to conduct a comprehensive survey of the technical conditions of urban roads and highways within the new area. The main inspection indicators include pavement condition index (PCI), pavement driving quality index (RQI), pavement structural strength index (PSSI), etc. The census is conducted quarterly, with a quarter of the total mileage tested each quarter, and a quarterly assessment report is issued according to the purchaser's requirements to assist the purchaser in assessing the level of road service and maintenance. The main job of bridge inspection is to conduct visual inspection on 174 straight pipe bridges and 201 town managed bridges, in order to grasp the basic data and current technical status of the bridges.

The Contract Period: From the date of contract signing to March 31, 2026. The quality warranty period is six months after passing the acceptance inspection.

(b)落实政府采购政策需满足的资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定
2、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(b)Qualification requirements to be met to implement government procurement policies: 1. In accordance with Article 22 of the Government Procurement Law of the People's Republic of China, 2. Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) or China Government Procurement Network (www.ccgp. gov.cn);
(c)本项目的特定资格要求：3、具有独立承担民事责任的能力及相应的履约能力；
4、具有公路工程试验检测机构综合类等级证书或公路水运工程质量检测机构资质证书（公路工程-乙级及以上和公路工程-桥梁隧道工程专项）；
5、具有省级及以上质量技术监督部门颁发的检验检测机构资质认定证书（CMA）；
6、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
7、本项目专门面向小微企业采购；
8、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
9、本次招标接受联合体投标，不允许合同转让与分包。
